Here's a little story about the number the Obama Administration can't explain away...they told us they'd hold unemployment at 8% if the "stimulus" were passed, and it is now 9.4% and growing. My take? They never should have made the original claim...it was silly. Unemployment is always a lagging statistic, manifesting itself after a decline has started and turning around long after a recovery is underway.
That said, the administration isn't helping itself in this effort. American business...especially small and mid size business (you know, where jobs are created)...pays attention to the newspapers and the interwebs. They can read the tea leaves as well as anyone. The Administration is going to tax and spend in order to attain its policy goals, and it is going to be on the backs of business that this happens (health care sticks out here). Some may say that this is an acceptable sacrifice given the goals in mind (I of course, do not agree); what must be recognized is that the sacrifice consists of a business owner sitting back and weighing the consequences of hiring one more worker, then not doing so because he or she can't afford it.
