Is that yet another racist Republican code word for African-American?
Maybe a small test at the polling places to determine a working knowledge of the issues and general civics knowledge. 80% is passing. No pass, no vote.
During the civil rights struggle, WF Buckley came out stringly for literacy tests, as long as everyone, black and white was tested.
Gotta agree.
That's "strongly" for literacy tests. Even I'd fail.
Heinlein said most eloquently what the Greeks knew 4000 years ago. Why do think Athens fell?
