Of course he got funding for this procedure approved. How else is he supposed to make anchor babies?
I don't really take this kind of shit as a joke because it ain't even slightly funny to me (although I love Austin Powers). When I see this kind of stuff I think of Mao marching the bureaucrats and intellectuals out in the streets to be abused.
